Viability appraisal demonstrated outline scheme including affordable housing unviable due to significant infrastructure costs. Reduced to zero on basis of late review mechanism to assess viability at point of delivery and ensure maximum possible contribution while enabling delivery.

Reviewed major housebuilder submitted viability assessment of c.150 dwellings on behalf of local authority. Limited weight to be given to assessment due to lack of evidence for adopted costs.

Local Authority, South East

Reviewed applicant submitted viability assessment of tower block BTR scheme on behalf of local authority. Highlighted issues with method including lack of evidenced position on benchmark land value and lack of evidenced costs.
